All EU Member States form a unique customs territory.
Imported, transit and exported goods in/through/from the EU are
subject to a single set of regulations, customs tariff and procedures.Customs procedures incorporate three main groups – import, export and transit.
There are three computerized systems that support these procedures:
The Croatian National Automated Import System (HRAIS),
Export Control System (ECS) and New Computerised Transit System (NCTS).
AIS (Automated Import System) is an electronic system for processing import declarations based on electronic data exchanged with economic operators. HRAIS is the Croatian national processing system for customs import declarations.
The New Computerised Transit System is a paper-free transit system based on electronic declaration lodgement and processing, designed to provide better management and control of Common and Community transit.
It is a system used for tracking the movement of goods under the coverage of a single transit procedure from the customs office of deprature to the customs office of destination in the territory of the Contracting parties of the Convention on a Common Transit Procedure. It takes the form of a temporary suspension of the duties and taxes normally due on goods imported into the customs territory.
ECS (Export Control system) is a system for the control and surveillance of the export procedure, from the customs office of export to the customs office of exit.
EXS (Exit Summary Declaration) is an electronic declaration of goods being carried out of the EU customs territory. The declaration is lodged to the customs office of exit and represents an in-advance notification in accordance with the EU security and safety provisions.
EXS is part of Brix Security and Port modules.
Goods being exported under the coverage of the ECS declaration do not require an Exit summary declaration because all the required safety and security data is already contained by the ECS declaration data.
