Customs procedures for goods within airports and seaports are primarily related to
a prearrival safety notification in accordance with EU safety and security provisions,
and the lodgement of an exit manifest for goods exiting the EU territory.The customs systems supporting the control of the entry and exit of goods
into/from the EU territory are ICS (Import Control System) and ECS (Export Control System).
The participants in the procedure are shipping agents, air traffic agents and forwarders engaged in the customs procedure for goods arrival at freight terminals and of forwarding goods to airplanes and ships.
Arrival notification is a document lodged when the means of transport arrive in the EU territory. It contains the basic data on the transportation and MRNs of all the previous ENSs for the goods loaded on the means of transport. It must be lodged before the goods are unloaded.
An Arrival at exit is lodged to the customs office informing that the goods under coverage of the export declaration have arrived at the cargo terminal before exiting the EU territory by air or sea.
Export manifests contain the lists of goods that will be loaded on board of transport vehicle. The export manifest contains references to other documents (exit summary declarations, transit declarations, export declarations, etc.) that contain the data that is needed for the safety and security risk analysis. Only goods that are released for exit (i.e. all controls have been successfully completed) can be loaded on board of transport vehicle.
The notice of exit, prior to the Manifest, contains MRNs of all the export declarations for goods arriving at the cargo terminal.
The import of the electronic manifest from a different application makes it easy to create a Manifest within Brix, whether it is for large or small shipments.
An ENS is an electronic declaration of goods being carried into the customs territory of the EU, lodged to the first customs office of entry and contains the data necessary for risk assessment and regular customs control for safety and security purposes.
The declaration is required to be lodged in advance for all goods entering the EU territory on a means of transport; within certain time limits for lodging depending on the type of transportation.
